Moldova classifies drones as follows:

Note: “Toy” pilot aircraft – an unmanned aerial vehicle designed or intended to be used exclusively for play, with a maximum take-off weight of less than 250 grams and an operating radius of less than 50 m, not equipped with:
i. GNSS sensor (satellite navigation system);
ii. technical means for capturing or transmitting audio or video signals;
iii. bidirectional control connection.

Unmanned aerial vehicle “Aeromodel” – unmanned aerial vehicle, motorized or non-powered, which meets the following cumulative conditions:
i. is used solely for sports, recreational, or training purposes;
ii. has only the equipment necessary for the flight;
iii. does not involve the transport of goods, animals, or persons;
iv. is not used for commercial purposes.

1. All unmanned aerial vehicles flying in the “Toy” and “Aeromodel” categories planned in the uncontrolled airspace (Class G) of the Republic of Moldova, performed at a height of fewer than 30 meters above the ground, may be carried out under the responsibility of the remote pilot, without the need to obtain a written Permit issued by the Civil Aviation Authority prior coordination with the Air Traffic Service. 2. All unmanned aerial vehicles, other than “Toy” and “Aeromodel”, planned in the uncontrolled airspace (Class G) of the Republic of Moldova, as well as all flights of unmanned aircraft (including those in the category “Toy” or “Aeromodel”), planned in the controlled airspace (Class C) of the Republic Moldova, regardless of the planned altitude for the flight, will be carried out under the responsibility of the remote pilot, only after obtaining a written Permit issued by CAA.
3. The written permission is issued based on the verification by CAA of:
   • The characteristics, capabilities, and airworthiness of the aircraft, including their control systems;
   • The skills of the remote pilot (a natural person who pilots the unmanned aircraft by manipulating the levers on the control station related to the aircraft)
   • third-party liability insurance policy, issued on behalf of the operator of the unmanned aircraft
   • The positive approvals of the Intelligence and Security Service and the Ministry of Defense, obtained by the applicant, for the activities that imply such approval, according to article 4 of Law 143 of 21.06.2012 on airspace control
   • As the case may be, the approvals of the local public administrations issued to the applicant for the flights planned within the limits of the localities managed by them.
4. After obtaining written permission from the Civil Aviation Authority, the applicant will apply to the MOLDATSA to:
   • Allocation and segregation of airspace according to the provisions of Order 63 / GEN of 06.12.2019 – if unmanned aircraft flights are planned to be performed:
     • in controlled airspace, regardless of the planned flight altitude;
     • in uncontrolled airspace at a height exceeding 120 meters above the ground.
   • Coordination and mutual information with the Air Traffic Control Service – if the flights are planned to occur in uncontrolled airspace between 30 meters and 120 meters above the ground.
5. The information on the structure and classification of the airspace of the Republic of Moldova, necessary for the correct planning of unmanned aircraft flights, as well as compliance with the provisions set out in points 1-4, are published in the AIP Moldova Aeronautical Information Publication in ENR Part 2 ATS AIRSPACE or can be obtained from the Aeronautical Information Management Service.
